What it governs
What SAP's support service levels actually measure: the time until a qualified response, and — for the highest priorities — a corrective-action target for a resolution, a workaround or an action plan. Not a resolution time.
Why SAP moves on it — or doesn't
The targets are published in the support schedules and identical across customers. Premium tiers shorten them; nobody negotiates them line by line.
The lever
Read the word 'or' in the corrective-action target: a resolution, a workaround or an action plan each satisfies it. Manage escalation on the business impact, not on the clock.
The service levels are for initial response and, for the top priorities, a corrective-action target defined as either a resolution, or a workaround, or an action plan. Cloud: P1 response 1 hour and corrective action 4 hours. On-premise: P1 response within one hour of receipt, 24×7.
